Business and Technical Assistance

The City of Dayton is committed to the inclusion and expansion of opportunities for minority-owned, woman-owned, and other historically socially and economically disadvantaged small businesses. The HRC oversees administration of these equity policies by engaging in:

  • Project goal setting,

  • Contract compliance,

  • Equitable hiring certification (AAA),

  • M/W/SBE Certification (PEP Program), and

  • Technical assistance to improve digital access to city contracts.

What We Do

Certification

Information on the City of Dayton’s PEP Program (MBE, WBE, SBE), accessing current lists of
certified businesses, and information on obtaining cross-certification (MBAC, EDGE, DBE, inter-
state, etc.) can be accessed here.

Affirmative Action Assurance

Each vendor doing business with the City of Dayton must first acquire Affirmative Action Assurance (“AAA”) certification. This certification demonstrates the City of Dayton’s commitment to equitable hiring and business practices across all industries and sectors. While exemptions apply in limited circumstance, the majority of non-profits, community organizations, corporate entities, and other business structures fall into the category of vendors that require AAA Certification. More information is available here.

Business Resources

The Human Relations Council is part of a larger regional ecosystem of business development
organizations supporting small business equity. We are pleased to share informational
resources which can benefit many businesses on their path of growth, accessible here.
